In reply to a question, French minister informs me that he has claimed rights given by Shing in virtue of an undertaking of the time when he negotiated Agreement with the American Concessionaires. The Company built Lu-Han line and were to construct Canton-Hankow line, but Americans failed to do so.
By the undertaking, Belgians were to have certain rights. Viceroy has forbidden Lu-Han Chang. In consequence, the Chinese Government has been asked for the construction of Canton-Hankow Railway.
